Scouting for new Estrella recruits, Leon travels to the wasteland town of Sand Miguel chasing rumors of a fierce 'Strong Armed Outlaw.' He and gym member Covey Horn track the real culprit behind a gym's destruction to Jake of the Dominators; Covey battles Jake for the gym's honor but is outmaneuvered and finished off by Jake's Poison Bite. When Jake tries to finish off Covey's Bull too, Leon intervenes, defeats Jake in a sunset grudge match, and exiles him from town — with Covey then choosing to follow Leon.
